Spectrum uses an ICMP daemon (service on Windows). Check out your services and make sure the "Spectrum ICMP Proxy" service is running. There's a section somewhere in the admin guide (IIRC, it's in the Distributed SpectroSERVER guide) about configuring a resource file, if you need to run on a different port, for example. I'll try to find the reference for you.
