Yes it is, the license scheme is the same since, the base versión or  
Full Release is r9.0 the .1 and .2 appear when you apply service packs  
or hotfixes namely H10 or H13, etc

 From 8.x to r9.0 is a migration, and sometimes requires a license  
upgrade, while being in r9.0 and going to r9.1.2 for instance is a  
hotfix application only, and no license upgrade is required
