What Cliff describes is how it worked in SG. However this functionality never 
made it into OC.
If you need this function there is a possibility to create a GC wich will 
contain the "green flashing" devices.
I just found an earlier post from Haihong Ren which describes the how:

How can SPECTRUM OneClick be used to show which models alarmed after an alarm 
has cleared?

SPECTRUM has an attribute called FlashGreen (attribute id of 0x00011a58) that 
is used to inform users of alarms that have occurred but have since been 
automatically cleared.  This attribute needs to be set to TRUE (or Yes) in the 
Attribute Editor on all models that you would like to be notified about.  Once 
this is enabled, you will need to create a Global Collection that has the 
following parameters:

Acknowledged = False
Condition = Normal(0)
FlashGreen = Yes

This will produce a result set that will show all models that have the 
FlashGreen attribute enabled that have alarmed and the alarms have already 
cleared.

Please keep in mind the following:

1.  The default update interval for Global Collections is 24 hours.  You will 
need to increase this interval if you want the collection to update more 
frequently.

2.  The only way to clear the Flash Green setting is to Acknowledge it the same 
way you would Acknowledge an alarm. The Acknowledge functionality is only 
available in the Alarms tab.

If you set the FlashGreen to be 'true,' then models that had a previous alarm 
condition that automatically cleared will flash green, instead of a 
steady-state green. This used to be enabled by default, now it is disabled by 
default.

If you want to have your icons flash green for these instances, you would 
change the setting to 'true.'

Every model in Spectrum has a attribute called "FlashGreen".
If I remember, this attribute is true, if an alarm occurs on the model and was 
cleared. I think the attribute should be set to true, if a alarm is cleared.

I don't have any models with "FlashGreen == True".
Have I set the FlashGreen attribute via the AlarmNotifier in the Clearscript 
manually to use this feature?
