I kind of stumbled on what resolved it for us. We only discover once a week and I didn't want to wait for the weekend to get Support the debug files they wanted. So I went into one of my existing jobs and created a new schedule for it a couple of minutes into the future. Not only did that one kick off, but so did everything else. Not sure if there is some sort of sticky bit left over from the upgrade process or what, but that seemed to give things the shot in the arm that was required. I checked on my other jobs that run over the weekend and they all ran (without having to do anything to them) as they are supposed to.
