On one of my tickets with CA I got the answer that 9.2 on Win 2008 R2 is not supported and they are advising against installing it in that environment until everything is fixed. I do have my Spectrum sandbox in such environment and except some troubles getting BOXI and OneClick to talk to each other, everything is normal. I can't say that there is a decrease in performance or an increase. For the moment I have 3 Win 2008 (non R2) machine to put my production Spectrum on; maybe in a couple years I'll have them on R2 :)
