Hi, sorry for overlooked detail... I have already applied this setting. 
Nevertheless, alarmnotifier doesn't start and worst no message is shown in log 
files.

Per the Spectrum AlarmNotifier User Guide - Starting AlarmNotifier with the 
Process Daemon - Reference on Page 13 and the note on the bottom of that 
section Page 14:

Starting AlarmNotifier with the Process Daemon

You can automate the startup of AlarmNotifier by allowing the process daemon 
(processd), CA Spectrum's process launching and tracking daemon, to launch 
AlarmNotifier as a part of the CA Spectrum startup process.

Note: The SpectroSERVER must be running before AlarmNotifier can start.
Therefore, it is important that the STARTPRIORITY parameter be set to 30, 
indicating that AlarmNotifier is dependent upon the SpectroSERVER.
