Yes. The way to do it is make the policy apply to a Global Collection, and then make the search criteria of the Global Collection fit what you want to apply the policy on. It is easier manipulating a Global Collection than it is a Policy. The Policy will define the action, while the Global Collection will define the subject to act on.
