Yes. The way to do it is make the policy apply to a Global Collection, and then 
make the search criteria of the Global Collection fit what you want to apply 
the policy on. It is easier manipulating a Global Collection than it is a 
Policy.  The Policy will define the action, while the Global Collection will 
define the subject to act on.

We have not done anything with policies yet.  Are they capable of overriding an 
alarm level?  For example, if we have several devices with "WCP" in the device 
name that are not as important, can we have a policy that will downgrade the 
critical alarms that occur when they go unreachable into major alarms?
