Checked the latest documentation to make sure but Spectrum doesn't support v3
informs; (9.2.1.006) Event Configuration User Guide.
SNMPv2 Support
CA Spectrum supports the receipt and processing of SNMPv2 format InformRequests
and traps as defined by RFC 2576, ―Coexistence between Version 1, Version 2,
and Version 3 of the Internet-Standard Network Management Framework.‖
InformRequest Support
When CA Spectrum receives an SNMPv2 InformRequest, it is decoded and converted
to SNMPv1 format as specified in RFC 2576. A response to the InformRequest is
generated and sent back to the inform originator.
RFC2576 is Obsoleted by by RFC3584. Check page 26-27 for details of how an
incoming request should be processed. It references the snmpEngineID.
This is from RFC3584 (page 27)
The parameters returned from the Community-Based Security Model are:
- The securityEngineID, which will always be the local value of
snmpEngineID.0.

I tried enabling SNMPv3 Informs on our Cisco devices for our v9.2H03 Spectrum
servers and it looked like Spectrum had no idea what to do with them. I had to
switch back to regular traps. I could have been my config, but I just thought
I'd put that out there.
