Search rules for Global Collections govern GC device membership. One a rule
is in place, you can't remove devices placed in the GC by the rule. You
will have to remove the rule to edit the devices in the GC.

Global Collection search rules are broken. Once you add one Search Rule to
a GC, you can't completely remove the rule. The only way to delete the
*entire* rule is to delete the Global Collection.

We have a case on the above, and hopefully there will be a fix in H07 or
thereabouts.
