Make sure you have the appropriate traps configured on your devices such as "snmp-server enable traps envmon" and trap destination set via "snmp-server host hostname/ip community name" if you're using SNMP v1. Also, I have found that some routers (37xx, 38xx) still do not send out envmon traps even when configured. I've had to configure "snmp-server enable traps syslog" to get the envmon information. Behavior could be platform and IOS dependent as well as other factors.
