Delaying notifications is rather straightforward: create a SANM policy, choose your filter criteria and add an aging time. Aging time will dictate the delay time you're looking for.
If you want to delay the generation of alarms rather than their notifications, it's possible as well but a bit more complicated. This is done through event rules. Hope this helps.
