What is different about the 3945 as compared with other IOS-based devices? Does it not accept the usual "login ; enable ; write terminal ; disable ; logout" sequence?
TBH, I didn't use NCM; instead I worked with a dev to script around http://www.cisco.com/image/gif/paws/15217/copy_configs_snmp.pdf, and put the configs into CVS (there was talk about moving from CVS to GIT).
