Have a look at the Enterprise VPN Manager on each landscape and check:

1) Discover On Activation = No
2) Create on Trap = No
3) Enable Background Discovery = No

However if you're running BGP across the links, Provider Cloud is the method 
Spectrum uses to model a BGP link.  For our purposes it works quite well 
provided you get the ASN mapping set up correctly so you don't end up with 20+ 
Cloud models for the same provider just because they're using more than one ASN.

Also look into using proxy models to model your links instead of "one armed 
bandit" connections.  Model both end routers on each Spectroserver, but set the 
A end of one of them to be a Proxy Model on the first Spectroserver and the B 
end as a proxy model on the other Spectroserver. That way you'll get full 
connectivity modelled across your multiple landscapes when you use WA_Links or 
direct links.

We are running 9.2.3.10.
We have two Spectro servers, each polling half the network.   As the network is 
richly connected, we have many  circuits that cross spectroserver polling 
boundaries, so our technique is to model each half of such a circuit on each 
spectroserver (so that you have a bunch of "one-armed bandit" wa_links, and 
then model them together on a global collection.  All of these links are 
tunnels.

Recently, Spectrum has started automatically replacing the wa_link models with 
provider_cloud models (we are doing bgp across these links as they connect the 
various regions of our network).

Today, I went in and destroyed all the provider_cloud models, did "discover 
connections" on all the  relevant devices, and the WA_Links were created just 
fine.  Then this evening, poof! All the single ended wa_links are converted 
into provider_clouds.  Does not appear to happen on Wa_links on physical ports, 
just tunnels.  The event log says it was created by a "unser initiated 
discovery".

We really need to see the wa_link for each tunnel.
How can I get Spectrum to stop this behavioiur?
