My understanding is you can write those rules within what used to be called Spectrum Service Manager (SSM). It give the advanced correlation engine to write the type of rules you are talking about....
However, I've never done this. Since I have a closed range of possible variable contents, I might generate unique events for each differing discriminator value and have them watched by the same number of EventRateWindow rules (see Event Configuration User Guide, App. B: "Multiple Event Occurence", at least in 9.2 documentation), but it would be much more flexible to handle it generally...
