The only way I know to bulk-populate is via a CSV import - given that there is a lot of information which isn't gathered by Spectrum (i.e., using TACACS? Using RADIUS? TACACS/RADIUS shared secret? Device Type (in terms of defined types within ACS? And perhaps other information. I've attached an Add Template file as a CSV file. I'm also including a screenshot of the web page for adding a device - it might be possible to use curl or something similar, but I don't know how supportable it would be long-term.
This is from ACS 5.5.0.46.8 which is probably not the very latest so YMMV!
