Not the first one, because the H contains both blue-red corners 
(still continuing our "yellow on top, P is blue" scheme).  So the 
left side of the P has both blue-orange corners.  If you put one of 
these corners so that orange makes up the lower-right part of the L, 
the other corner will also show orange and you'll have a C instead of 
an L.

The second one may be doable.  It's not possible to have a solid 
background for each of the letters (think about the I side - what 
must be on the H side and the left side of the P?) but I now have a 
configuration on my cube that spells PHIL in the manner you 
described.  I'll see if it's solvable and if not, I might be able to 
figure out how to adjust it to make it solvable.
