I remember at the 2004 us nationals it was quarter turn.  I'm sure there is
a reason for this, but I personally disagree (never happened to me, I just
have different views).  They way I think about it is that if we are going to
scramble in the half turn metric, then this rule should also be applied in
the half turn metric.
