Not a good question. The format alone doesn't define the file size. 
Quality is more important. You don't want it uncompressed (that would 
be stupidly huge) so you have a quality/filesize trade-off.

For example, Windows Movie Maker let's you create .wmv files of your 
desired size. You enter the goal file size, it adjusts the quality 
accordingly.
