The explanation they provide is that Ux is a certain number of U turns 
(whether it be U, U', or U2) and Ux' is the inverse of that.  Read the 
paragraph right after and that should clean it up.

It's not a rotation as one would guess (after all, x and y generally 
mean rotation)
