Ok, it's truly none of my business and all that, but-
have you considered attaching your specific work on the alcatel programs to an 
existing mini-distro, like the leaf (Linux Embedded Appliance Firewall) projects?

These are router/firewall distros that attract more than one developer, usually, so 
they tend to have continuity and longevity. This is a big plus for users, if I may 
speak for other endusers just a moment. They also tend to have alot of well maintained 
packages because of the pool of developers they attract and are very flexible and 
adaptable. Usually they focus on booting from readonly media for security- but they're 
not totally limited to that.
They also cross-pollinate a good deal.

LEAF projects are all offshoots of the original LRP, and include subprojects
Oxygen - which is based on 2.2 kernels
Dachstein - also based on 2.2 kernels, tends to go for unusual media like cdrom and 
flash storage
Bering - which is based on 2.4 kernels

I ask because one of the requests I often see in the leaf-user mailing list posts 
which I receive in email like this speedtouch list is support for the alcatel 
speedtouch modem. I don't know what the status of speedtouch support is in Leaf 
projects currently. A year ago I'm sure it was "forgetaboutit". It might be there 
already for all I really know.
