As far as I remember there were some problems with hotplugging Speedtouch modems because the hotplug script was executed more than once. You can try to kill modem_run (if running) and remove its semaphore with "ipcrm -S 0xdeadbeef" command. Then try to run modem_run by hand and see if the firmware gets loaded (the modem leds should start blinking).
