A workaround is to use kate as a normal user, save the files in your home 
folder and 
then use sudo to copy the files to where you need them to go
sudo cp chap-secrets /etc/ppp
sudo cp speedtch /etc/ppp/peers
sudo chmod 600 /etc/ppp/{*secrets,peers/speedtch}
sudo ln -s ppp/resolv.conf /etc/resolv.conf
and so on
