Does it say anything relevant in the system log? I had this problem with the lights staying off and the kernel not detecting the modem on one of our computers with SuSE. The solution was to pass the kernel the boot option pci=noacpi in grubs menu.lst. I think the kernel was having problems reading interrupts while it was probing for hardware and that was why it wasn't detecting the speedtouch and didn't load the module.
