If you have usepeerdns in /etc/ppp/peers/speedtch, /etc/ppp/resolv.conf is generated automatically when pppd connects to your isp. So /etc/ppp/resolv.conf doesn't exist because pppd didn't connect. The question is why? Did the firmware load?
