I'm not a Fedora user so I'm not an expert, but the documentation in 
/usr/share/doc/initscripts-*/sysconfig.txt may help. It mentions adding 
DEBUG=yes to /etc/sysconfig/network-scripts/ifcfg-ppp0, but it also says 
the default is yes so I'm not sure how much that will help. Good luck
