you can "replug" the modem by restarting the hotplug subsystem, by doing
something like:
        /etc/init.d/hotplug restart
(as root).  So hopefully no more crawling behind the computer needed!
That said, one reason for this kind of problem is that the firmware
is on a partition that is mounted late in the boot process, after the
hotplug subsystem runs.  I don't know anything about fedora core 4,
but it should be easy enough to find out when partitions are mounted,
either by yourself or by asking on a redhat mailing list.  Also, the
kernel module should print some messages if it can/can't find the
firmware - what do you see in your system logs (/var/log/messages)?
