That option should already be in /etc/ppp/peers/speedtch. Please add the option 
debug to /etc/ppp/peers/speedtch and move /etc/ppp/options out of the way 
(rename it). Also, check your details in /etc/ppp/chap-secrets and pap-secrets. 
What distro are you using?
