I re-read your email, and read the web-pages this time :)  I see that the suse
page firmware-extractor links to an executable file, not a compressed file.
Perhaps by downloading with the .txt extension the file was confused with a
text-file, stripping out essential binary info.

Have a look in your system logs for messages from the modem.  Doing this should 
get
the essential messages:
        dmesg | grep speed

The br2684ctl link on the suse page points directly to an executable.  So you 
may have
had the same downloading problem as for firmware-extractor.  I've attached the 
source
to br2684ctl (this is the debian version).  It looks like you need the libatm 
development
libraries to compile it though.  I've also attached the binary from the 
web-page.
