Hicham, Not tried this in FC7 yet. But the instructions worked for me in FC6.
My thoughts are: 1) Is adsl-start (and associated tools) installed? They are in the package rp-pppoe. Check with rpm -qa rp-pppoe. If not install them! 2) Is SELinux stopping the execute of adsl-start? This is possible. Check your log for audit events.
