i don't think we have much of a formal organisation going, but as the
maintainer of the rt i sort-of am the unofficial representer or
something like that :)
You can always attend and just listen. I think to give you "voice" on
the channel what would be necessary is for other council members to agree
(but its not necessary for this to be an official resolution), probably
during the irc meeting itself.
