I think Graham has hit the nail on the head.  The wizard should probably 
say that "~" essentially means "Fail", but for testing, and that they 
should read the result codes definitions[1] and about record evaluation[2] 
for more information.  (We could link to pages on the website, though, 
that explain this more concisely than the spec.)
