* Added new "confidential" field:
* Added "This issue [may / may not] be discussed publicly by project staff"
selector to HTML form.
* Generate a visible note in the e-mail message if the submitter requests
confidentiality by selecting "may not".
* exec(): do not ||= '' form field values, as that turns '0' values into ''.
Check for undefined-ness properly instead.
* No longer CC all messages to [EMAIL PROTECTED], the form is now considered
stable.
* Slightly cleaned up some code.
