I can confirm seeing the same thing with IE7 and that page, no matter how wide my monitor. However my actual Sphinx generated documentation - http://apsw.googlecode.com/svn/publish/index.html - displays just fine in IE7 except for some sections of Python code where IE decides that if it is going to display a horizontal scrollbar then it must also display a vertical one too. The simple fix is to use a standards compliant browser. You'll find that is pretty much any other browser :-) (Even the browser on my BlackBerry phone running at 240x320 does a better job than IE!)
