There are CSS print styles to affect HTML print documents. Untested example:
.. raw:: html
<br style="page-break-after: always" />
Another approach might be:
.. cssclass:: pagebreak
Paragraph or section or whatever...
Then add to the stylesheet:
.pagebreak { page-break-before: always }
