Well obviously there should be an exception, however it should be clear by the message of that exception what is going wrong. Unless you know about these details of restructured Text it's impossible to tell what is going wrong here and even then a lot of people will probably assume that an exception with a clearly understandable message is being raised and still wonder what is happening.
