I didn't check the errors or source thoroughly, but it seems to me that sphinx
tries to load the extensions before the required version is evaluated
("testcase": Sphinx complained about mathjax not being present for a student
who had 1.07 installed; when she changed the math extension to pngmath my
manual requirement "needs_sphinx = '1.1'" kicked in...).
Wouldn't it make more sense the other way around? That was my thinking, at
least, when setting the version requirement...
