You need docutils-0.10 (unreleased yet) for Python-3.3.
Please add this statement into your tox.ini::
[testenv:py33]
deps=
nose
svn+https://docutils.svn.sourceforge.net/svnroot/docutils/trunk/docutils/#egg=docutils
and retry `tox -e py33`.
