Yesterday, pip-1.4 has been released and it has a BACKWARD
INCOMPATIBLE change [1].

> pip now only installs stable versions by default, and offers a new --pre

Since that, because 1.2b1 is just a beta, only Sphinx 1.1.3 will be
installed with pip 1.4 if not using --pre option.

I think 1.1.3 and 1.2b1 are fairly different and 1.2b1 may be enough to release.
Could you share the release schedule?
