Good call: the caption package was exactly what I needed to solve that 
problem.  For the benefit of posterity, here is what I added to the 
preamble:

    \usepackage{caption}
    \captionsetup[figure]{labelformat=empty}

Also, here's how I managed to get a single title and TOC entry for the 
bibliography in both formats.  Just above the "bibliography" directive I put

.. only:: html

   Bibliography
   ############

I stumbled across the "only" directive in a post online, but it doesn't 
seem to be documented anywhere.  It's really useful for working around 
problems of this sort.
