Just in case somebody is still interested, here is how I  did it. In my 
conf.py:

rst_prolog = """
    .. |mypdflink| raw:: html

     <a href="Document-%s.pdf">PDF</a>
""" % (version)

and in the rst file:

The latest version of this document can be download as |mypdflink|.
