Greetings Sphinx Users!

I'm helping out with the Docutils Project. Thanks to David Goodger's for 
his genius and dedication, as well as project's contributors.

The Documentation Utilities project is hugely underrepresented. Our 
collective investment to reStructuredText and Sphinx throughout our 
projects make it paradoxical as to why more of us aren't looking out for 
the project. As an open source project directly affects:

   - reStructuredText adoption
   - docutils users (applications that directly render reST without the 
   help of sphinx)
   - Sphinx
      - python's API documentation
      - our personal projects
      - open source projects
      - readthedocs.org
   

I would like to get some input from sphinx users and developers:


   - What is docutils' relation to Sphinx? How much does docutils impact 
   sphinx in 2015?
   - Is there any sort of diplomatic ties that exist between docutils <-> 
   sphinx? Do they ever kept each other in check?
   - Is there any collaboration between the projects? What have your 
   experiences been? How can it be improved?
   - Has anyone here ever had any interest or experience with the docutils' 
   project - code, test infrastructure, contribution policy, processes? What 
   do you like? How could we improve things?
   - Has anyone here have any opinion on clarity of Docutils' documentation 
   on website? 
   - Is there any other points you have to say on docutils? Saying 
   statemachine.py is hard to tinker with doesn't count :)
   
I'll be leaving my position out of this at this point. I'd like people to 
be able to gauge things from other's POV. :)
