there is an issue that I face frequently and I have seen many times popping 
up in the forum. Still it seems no robust and comprehensive solution are in 
seen.

Here it is:

Very often it happens to me that I would like to use substitutions in the 
docs but role, blocks or other part of the Sphinx/Docutils machinery do not 
allowed for that. Some example:

1. version number in dowload file name
2. file extension depending on the language domain
3. author name in email
4. some label in math formulae
5. and so on...

In some cases specific solution/workaround can be found, often implementing 
roles or extensions. But it seems often to me overkilling.

In my understanding, the root of the evil is in the fact that substitutions 
are not applied as a file is read, but on a node basis. 

So I was wondering whether there is a way to tell to Sphinx to apply 
substitutions from the very beginning. Would it be a more clean and simple 
why to address all these situations? 

Maybe we may just have an option in conf.py to switch behavior.
