I just discovered that adding relbar() will cause duplicate navigation bars on my local machine, and one on the remote server (why??). I've also never had to use that function call before (why??). Also, with that addition we can now see a navigation bar for the default navigation page, but not for any of our sphinx-translated pages in other languages (how to get that bar on those other pages?). This is very confusing. Here is the ugly new layout.html

 {% extends "!layout.html" %}

  {% block relbar1 %}
    {{relbar() }}
    {{ super() }}
  {% endblock %}

  {{ super() }}
 {% endblock %}
