I was looking into this to support help screens in mando and did some 
research on this problem.  Look at https://github.com/rubik/mando/issues/21 
for details.

If you don't use any Sphinx extensions or directives there are ways to get 
what you want with docutils.  In fact, docutils comes with rst2html, 
rst2latex, rst2man, rst2odt, rst2s5, rst2xetex, and rst2xml command line 
utilities that you can look at for examples.

I could be wrong, maybe someone who can parse what all of the Sphinx 
classes do and how they fit together could come up with a function call 
that simply renders a RST string.  I, and others mentioned in the link 
above didn't figure it out.
