Sphinx 1.5.4 detects the bug and prints a warning: Package sphinx Warning: ******** ERROR !! PLEASE UPDATE titlesec.sty !!******** ******** THIS VERSION SWALLOWS SECTION NUMBERS.********.
For users that would have difficulties updating titlesec.sty, a good workaroundis described in https://bugs.launchpad.net/ubuntu/+source/texlive-extra/+bug/1574052/comments/11 I tested it and it works perfectly. I think that the best thing to do would be for the Sphinx maintainers to add that to sphinx.sty. Alternatively the snippet given at the above link can be put by end-users into Sphinx's LaTeX preamble, preceded by \makeatletter and followed by \makeatother.
