I have an extension that is similar to the "todo" extension that ships with Sphinx called "catalog". There is a "catalog" directive and a "cataloglist" directive. All content inside a "catalog" directive is inserted into each "cataloglist" directive under a title taken from contextual information around the "catalog" directive, as is done here: https://github.com/sphinx-doc/sphinx/blob/master/sphinx/ext/todo.py#L132.
I have a document that has both a "cataloglist" directive and a "toctree" directive. After we replace the "cataloglist" directive with the correct content, the toctree isn't updated.
