No (I just checked), it just means that when the .gitignore files get 
regenerated
in a slightly different way (when mostly happens after re-running ./autogen.sh),
the changes won't accidentally end up in some unrelated commit.

Really auto-generated files don't belong in git, that should not be something
which needs discussion.
