I have installed the remote-viewer package from here:

I am Using IE 8 under windows 7 as the browser.
My guess here is that the console button and context menu like it was in
3.0 is tied to the spice activeX plugin. Thus either the above package
does not have the plugin or does not properly register and install it in IE.
virt-viewer is a client, you still need an activex wrapper for browser
integration.
