Not that I know of. I've had issues in the past downloading this installer with IE, have you tried getting it with Firefox or Chrome? Actually, after just trying this on winxp with IE I'm indeed getting a partial download (650kB instead of 6.3MB). Have you checked that the file you download matches the signature at http://www.spice-space.org/download/windows/spice-guest-tools/spice-guest-tools-0.74.exe.sign ?
