Do you mean the plug on the side of the block?  This is at the bottom of
the system, and crud can accumulate and clog it.  Remove the plug
assembly completely and poke a piece of wire up into the block.

Remove the big hoses and the thermostat and blast water through the system.
Then but everything back together and use the most serious cooling system
cleaner they sell, for example the two-part kind.

This is normal.

The camshaft moves the rods up and down, so they are always at different heights.

That is the correct reasoning.

To check a spring, roll it on a flat surface and see that it does not roll in a wobbly 
fashion.
